Rome Is Covered In Bird Poop

Rome is literally covered in bird poop. The starlings that migrate there during the late fall months have not only overstayed their welcome the flock has grown in size from a normal one million birds to four million birds.  That is a lot of poop and it is wet and treacherous.  It has caused numerous accidents both vehicular and pedestrian. Why are they staying? Well, Rome like many places is warmer than normal.  Unfortunately, without a mayor (he resigned in scandal) and an active city councel (they last met in October) very little has been done to try and mitigate the problem.  They only hope is that the weather is forecast to get colder, but in the meantime Rome the Eternal City has become the Eternal City of Umbrellas.
