Los Angeles County prosecutors are now targeting pimps with human trafficking charges rather than the prostitutes they exploit.

Proposition 35, which voters passed in 2012, has made such cases easier to prosecute and enabled courts to hand out tougher sentences to pimps specifically, as law enforcement officials have come to view women and children involved in prostitution as victims rather than as criminals.
