19 people have died, most in car accidents from a winter storm that pummeled the East Coast. Starting sooner and lasting longer than predicted, it paralyzed cities up and down the coast. Washington D.C. got 22.3 inches of snow while Baltimore and New York got record totals of 25.5 and 26.8 respectively. Hardest hit was Glengary, West Virginia that got 40 inches of snow.  Governors of several states have declared states of emergency.
