In 2012, the state of Massachusetts determined that a poor, white 19-year-old single mother with an intellectual disability wasn’t capable enough to look after her baby. State officials intervened and sent the newborn to another family just after birth.

Sara (not her real name) says she always wanted to be a mother. Her daughter, Dana June Gordon, weighed five pounds and 13 and was named after her maternal great-grandmothers. But Sara Gordon is not like most young mothers. She has an intellectual disability, and her IQ is around 70. How smart do you have to be to raise your own child?
