The deck is stacked against many low-income families trying to move out of poverty. The Annie E. Casey Foundation has come up with policy recommendations on how to undo a cycle of continued subsistence on government programs where there is no real path out of poverty. Some of the recommendations include: changing the amount that people who receive public benefits can save; and educating people about some of the programs that already exist, including savings programs and programs that help people buy a new home.
The income gap between whites and minorities is widening. Measures need to be implemented that help to close it rather than the opposite.
